The Cabinet consists of the heads of the most important departments together with a few ministers without departments. 内 阁 由 政 府 各 个 主 要 部 门 的 部 领 导 和 几 位 不 属 任 何 部 门 的 大 臣 组 成。

The Prime Minister decides which ministers will be included, but there are some, like the Foreign Secretary, whom he could not easily leave out. 首 相 决 定 哪 些 大 臣 将 进 入 内 阁， 但 也 有 些 （如 外 交 大 臣） 不 大 可 能 被 轻 易 排 斥 在 内 阁 之 外。
