When a man is out of work, he may draw unemployment benefit until he finds work again; this he will probably do by going to a Job Centre (an office run by the State to help people find jobs). 失 业 者 可 以 领 取 失 业 救 济 金， 直 到 重 新 找 到 工 作 为 止。 他 可 以 到 国 家 办 的 劳 动 就 业 中 心 求 助， 请 他 们 帮 忙 找 工 作。

If he is married, the allowance he receives will be larger. 如 果 他 成 家 了， 补 助 更 多，

Obviously, the amount paid is comparatively small, for the State does not want people to stop working in order to draw a handsome sum of money for doing nothing! 当 然， 这 笔 钱 相 对 来 说 还 是 少 的， 因 为 国 家 不 希 望 大 家 都 呆 在 家 里 不 工 作 而 去 领 救 济 金。

When a man reaches the age of sixty-five, he may retire from work and then he has the right to draw a State pension. For women, the age of retirement is sixty.
对 于 男 人 来 说， 65 岁 就 可 以 退 休， 然 后 即 可 领 取 养 老 金 了， 妇 女 的 退 休 年 龄 是 60 岁。

Mothers-to-be and children receive special benefits such as free milk or certain foodstuffs for which only a minimum charge is made. 孕 妇 和 孩 子 受 到 特 殊 照 顾， 可 享 受 免 费 牛 奶 和 其 它 收 费 极 低 的 食 品 供 应。

The State pays to the mother a small weekly sum for each child in a family. 家 有 孩 子 的 母 亲， 每 周 可 为 每 个 孩 子 领 取 一 份 补 贴。

There is also an allowance for funerals, for the State boasts that it looks after people 'from the cradle to the grave'! 另 外， 国 家 还 补 贴 殡 葬 费， 因 此 政 府 自 诩 他 们 的 福 利 是 “从 摇 篮 到 坟 墓”。

There are special benefits for certain people, such as the blind and the handicapped. 某 些 特 定 人 群 也 有 特 殊 津 贴， 象 盲 人 或 其 他 有 障 碍 的 人 等。

The amount of money needed to operate these schemes is enormous and a large part of the money comes not from the contributions but from taxation. 当 然 这 笔 费 用 的 数 额 是 比 较 大 的， 钱 主 要 是 来 自 国 家 的 税 收， 而 不 是 捐 助。

Most people in Britain agree that there are still many improvements to be made in our national insurance and health schemes, but it is also true that they have become a social institution that the great majority of the population wishes to see maintained. 大 多 数 英 国 人 仍 然 认 为 现 行 的 保 险 保 健 制 度 尚 需 进 一 步 提 高 和 完 善， 不 过 现 行 社 会 机 构 的 工 作 也 确 实 得 到 了 人 们 的 肯 定， 很 多 人 希 望 他 们 能 继 续 保 持 下 去。

It is this social insurance scheme, together with the Government's determination to see that there is full employment (or as near as can be), that constitutes what we call the 'Welfare State'. 就 是 这 些 社 会 保 险 制 度 连 同 政 府 全 民 就 业 计 划 构 成 了 所 谓 的 “福 利 国 家”。
